Summary of the work In Temporary Places of Custody there is a programme to ensure that detainees receive equity of care whilst being temporarily detained. Expected Contract Length Five months with possible six month extension Latest start date 07/11/2016 Budget Range £190,000.00 to £200,000.00 Why the Work is Being Done To ensure detainee’s in temporary places of detention receive the same medical care and treatment as a person outside of temporary custody. In addition to this, to ensure continuity of care for any detainee in the criminal justice system. To aid this approach, any healthcare professional within this setting, should have the means of connecting via the N3 network, utilising an NHS PC and Smartcard to connect to NHS SPINE services. Problem to Be Solved Partner required to support the programme team with the following services: 1. Supporting the Programmes Outcomes 2. Supporting Governance throughout the programme 3. Supporting the objectives of all Projects within the overall programme 4. Supporting the programmes team by utilising an industry standard project management methodology i.e. PRINCE 2 across multiple projects 5. Data Gathering to ensure all service user are engaged and their requirements documented and defined with appropriate assurance and sign off 6. Ability to issue NHS Smartcards Who Are the Users There are approx. 200 places of detention e.g. Police Custody suites and courts in England. There are various healthcare provider, both private and public sector providing care in the temporary estate. Early Market Engagement None Work Already Done Work has started in April 2014 and the successful partner will be fully briefed on the work completed so far and the programme of work to be completed. Existing Team The existing programme is a blend of contract staff complemented by FTE’s and specialist companies. Current Phase Live Skills & Experience • Have demonstrable success in the delivery of NHS networks and ICT infrastructure projects within the last 12 months, using industry standard methodologies, processes and procedures in Police Custody • Demonstrable experience of matrix-managing a multi-disciplinary programme team within the last 12 months • Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a healthcare project in Police Custody within the last 12 months • Demonstrable expertise in the transition of projects into a live service environment within the last 12 months • Experience of working in places of detention delivering ICT networks, infrastructure and services • Experience and knowledge of design and implementing an ICT refresh solution in Police Custody Healthcare • Experience and knowledge of design and implementing TPP SystmOne in Police Custody Nice to Haves Experience and knowledge of working in Courts and Tribunal settings Work Location Client based in London with extensive travel nationwide Working Arrangments Cliebt based with travel nationwide to face 2 face meetings Security Clearance Warwickshire Police NPPV Level 3 Met Police NPPV Level 3 Additional T&Cs Standard T&C No. of Suppliers to Evaluate 3 Proposal Criteria • Willingness to align with the current programme approach • Team structure, organisational make-up and quality of submitted CVs. • Value for money of the proposed solution. To Whom it may concern, Please can you confirm what level of security clearance the team will have to have in place before they start the work for you. All staff engaged in the project must be cleared to Metropolitan Police Service NPPV Level 2 CTC, Warwickshire Police NPPV Level 2 and NOMS SC cleared for Cat A prisons. It is important that the supplier must demonstrate experience and evidence of delivering NHS ICT networks into the Police Custody, Courts and Prisons with the approriate security clearence.
