Framework Agreement for Solar Photovoltaic Installations

Tender description

The Council seek to appoint Framework Contractors to design, supply and install Solar Photo-Voltaic Installations within the boundaries of Southend Borough Council. This competition also seeks to appoint a qualified contractor(s) to design, supply and install Solar PV Installations at the following: A) Edwards Hall School B) Heycroft School as described in the Service Specification with works to start in 2016 or early 2017. The Framework Agreement will have a term of 2 years with extensions at the Council's discretion for up to a further 2 years and will enable the Council to procure high-quality, efficient Solar PV systems on a variety of municipal, educational and other public buildings in order to reduce dependency on traditional energy supplies, redirect energy back to the national grid and reduce harmful carbon output. The Framework agreement will establish a framework of approved providers, from which the authorities can carry out mini-competitions for installations to new buildings as they are identified and where funding is available. This will minimise the need for multiple full scale procurements for each project, so reducing the financial and capacity impacts on both providers and the Council. The Council presently has been allocated £1.1m in 2016-17 but further capital monies are expected over the coming years. The value of the framework over 4 years is not expected to exceed £3.5m.
