Tender description

We seek the market's views on a delivery model for our Energy and Carbon programme, the merits and applicability of each approach and alternative views on energy strategy achievement. The model must directly support NELC's priorities and energy vision, quickly realising projects and services. NELC has so far identified the following approaches as having the greatest relevancy to its thinking. — Strategic partnership with a lead service provider — local authority partners with an organisation that will take management responsibility for the delivery of a range of services, on an output or outcome basis, over the medium to long term. — Arms-length local authority venture with supporting supply chain, operationally distinct from NELC by virtue of control and business planning mechanisms, with lead responsibility for delivering projects, drawing on third party support. — Investment fund, originates and supports projects via a range of finance types and monitors investment performance and status. The draft objectives for the ESCo are to: translate the council's energy vision and aims into reality, facilitate and deliver projects with community interest, promote a low carbon economy, achieve CO2 emission targets, contribute to achieving the council's priorities, achieve cashable savings, exploit energy technologies and developments, meet our sustainability and environmental criteria, enable energy cost reduction and increase business competitiveness, reduce the number of people in and vulnerable to fuel poverty, support local employment and increase levels of business investment and sustainability, respond to change and take early advantage of commercial opportunities, maximise opportunities for future partnerships, including Greater Lincolnshire and provide the right level of skills, expertise and resources The council requires investment, capacity, technical expertise and dedicated resource to deliver its ambitious vision.
