Tender description
The RAF Lossiemouth Development Programme (LDP) is currently shaping the infrastructure requirement to deliver the work-strands announced in the Strategic Defence & Security Review (SDSR) 2015. LDP is a Category A programme and under current planning assumptions is working towards an investment decision by the end of March 2017. SDSR 2015 confirmed RAF Lossiemouth as the Main Operating Base (MOB) for the Maritime Patrol Aircraft (MPA) Force, the first of which is scheduled to arrive April 2020. A further key outcome of SDSR 2015 was the capability growth in the Typhoon Force with an additional two Front Line Squadrons (FLS) and to support this uplift an additional FLS will operate from RAF Lossiemouth from April 2019. In addition to the MPA and Typhoon infrastructure requirements the scope of the LDP covers wider sustain activity to support the delivery of these operational changes, which include, but not limited to, the Air Traffic Control Facility, the Crash, Fire & Rescue Section, Airfield Operating Services (AOS) and the provision of Single Living Accommodation / Service Families Accommodation (SLA/SFA). RAF Lossiemouth is one of the largest and busiest fast-jet bases in the Royal Air Force; as a Main Operating Base for the Typhoon Force it provides the location for the Quick Reaction Alert (Interceptor) North (QRA(I)N) and is the home to three FLS. It provides a base for operational squadrons flying, training, and visiting aircraft together with an RAF Force Protection (FP) HQ, Regiment (Regt) Field Sqn and a Royal Auxiliary Air Force (RAuxAF) Regt. In addition to the airfield, the Station comprises a large number of operational, technical and domestic facilities together with supporting infrastructure. The integrity of this secured working environment and the operational readiness of the Station will need to be maintained at all times during future phases of development and implementation and all Contractors' personnel will need to have the appropriate level of security clearance in place, from the MOD, prior to commencement of any works on site. Initial consultation with Moray Council, the Local Planning and Development Authority, has commenced. Some Industry engagement has taken place during the Concept Phase; however, it is important to the MOD that as many interested parties be given the opportunity to understand and consider the LDP ahead of formal engagement. MOD is issuing this PIN to seek early engagement with Industry in order to assess the Market's ability to deliver the LDP, over the next 5-years, as well as to explore the Market's views on some of the options it's considering for the future delivery of the LDP. The MOD therefore invites companies wishing to learn more about the LDP and/or to offer their views on contract duration, phasing and performance measures, technology insertion points and capability enhancements to attend a Market Day Mid-November 2016. The closing date for confirming your interest in attending this event, to the named POC detailed at Section I.1 above, is 14:00 Hrs on 04 November 2016. In line with the Governments' Small and Medium-Sized Enterprise (SME) policy, the MOD is keen to promote the involvement of SME's and would welcome their attendance at the forthcoming Market Day. This forum would also offer the opportunity for SME's to network with some of the larger organisations. In issuing this PIN and engaging with the Market Place, the MOD is not committing to undertaking any procurement in relation to the requirements stated in this PIN and will not be liable to reimburse any costs incurred by any parties who respond to this PIN. Non-participation/attendance at the forthcoming Market Day will not be taken into account nor will it preclude any organisation from any future procurement. Under current plans a competition for these future requirements may be launched in FY 2017/2018; this PIN is to alert the market to this potential future requirement and is NOT a formal request for Expressions of Interest (EoI). A Contract Notice and Dynamic PQQ may be issued in due course to request EoI's, which shall reference this PIN.
