Tender description

NHS Rotherham Clinical Commissioning Group (CCG) wishes to engage with organisations who are potentially interested in providing a nurse led, Rapid Response Hospice at Home Service. The CCG would like to consider approaches and solutions from experienced providers in this field. At this point, this is for market research purposes, depending on interest/robustness of market, this may or may not continue to tender. The intended service is the outcome of an established, evidenced based pilot that clearly demonstrates the ability to deliver specific outputs and commissioning outcomes across a variety of Palliative Care and End of Life Care fields (Specified in the service brief). Due to its established nature, it would be an expectation of interested parties to fulfil necessary TUPE requirements. The Rapid Response Hospice at Home Service is to provide a specialist palliative care, multi-disciplinary service to patients in their preferred place. The service will work alongside patients and their families to provide a facilitative model of care that provides support for the family unit to increase confidence and reduce the risk of health or social care crisis. The service also works responsively to provide active care and treatment to reduce the risk of avoidable hospital admission. The provider will need to demonstrate an understanding of the values and culture of holistic care required to deliver this service and demonstrate the added value that can be provided by commissioning the service with that particular organisation. Staff will need to have the correct attitude and skill level to deliver competent and compassionate care for people with highly complex Palliative Care and or End of Life Care needs. They must have the knowledge and skills necessary to allow them to effectively assess rapid changes in condition, to respond safely and effectively to these changes and provide the appropriate level of care as required. The purpose of this Prior Information Notice (PIN) is to encourage any organisations interested in providing the services to engage with the CCG. The CCG would like potential providers to submit a written overview of their (current or intended) service, including a case study, indicative team structure, local staff capacity, rough outline costs and how it would benefit the CCG in terms of allocation of resources. The CCG are not liable for any costs incurred by those expressing an interest in tendering, for any future contract activity.
