Tender description

This Public Procurement competition relates to the provision of a Cash Collection Service and Operation and Maintenance of P&D Machines to each of the MRLAs. Ideally the successful tenderer(s) would be able provide a total solution either as company, joint venture or consortium. The MRLAs have agreed to develop a common set of tender documents, which will define the scope and requirements across the various administrative areas. Each Midland Region Local Authority (MRLA) has its own policies and bye-laws in relation to the charges for parking, the operational hours of P&D Machines, the type of P&D Machines in operation, the control systems and procedures and current contractual arrangements that will have to be accommodated and catered for by the successful tenderer(s) when engaged under the Services Contract by the Lead Local Authority — Westmeath County Council. The successful tenderer(s) shall manage their own operations and provide the requisite resources and systems to optimise the efficiency of the cash collection and the maintenance and operation of P&D machines in order to optimise the revenue from the Paid Parking function for each of the individual Midland Region Local Authorities. The tender is divided into Lots as described below: Lot L1 — Cash Collection Services: — Offaly County Council, — Laois County Council, — Longford County Council and — Westmeath County Council. Lot L2 — Operation and Maintenance of P&D Machines: — Offaly County Council, — Laois County Council, — Longford County Council and — Westmeath County Council. Tenderers may submit tender proposal(s) for one or both lots. However MRLAs reserve the right to award both the Cash Collection and Operation and Maintenance of P&D Machines to one Tenderer or the Cash Collection to one Tenderer and the Operation and Maintenance of P&D Machines to a different Tenderer.
