Mobile Phone Payment Solution

Tender description

This contract covers all on street parking spaces in Hackney and a number of small car parks. A single provider is required for the provision of mobile phone payment services for short stay, paid-for parking sessions. The service provider will be expected to provide a solution that will integrate fully with the Service's ICT parking management systems and data warehouse. The Council manages 7 car parks (of which 5 will use the mobile phone payment service) but the majority of the Council's parking provision is in on-street bays. There are approximately 300 parking locations/areas in the borough. The Service Provider should be aware that, subject to the need arising and public consultation, the number of parking locations in the borough may increase over the term of the contract. The new mobile phone payment service will operate simultaneously with approximately 450 pay and display machines (payment by machine is available in every parking place in the borough), and may run side-by-side by a parking sensor solution with its own payment mechanism (if the Council chooses to install such a system). The contract term is 5 years and there is an option for the Council to extend this for 2 separate periods, each of 1 year, at the end of the contract.
