Tender description
This is a PIN to inform potential suppliers that DFID is interested in funding a technical advisory call down service to support the implementation of the UK Aid Strategy. It will provide services that have a high impact on international development policy and programmes and will be available to DFID and to colleagues in other Government Departments working on international development priorities with DFID. The service is intended to complement the work of DFID's 13 professional advisory groups which include climate and environment, conflict, economics, education, governance, health, humanitarian, infrastructure, livelihoods, private sector social development and statistics as well as cross disciplinary fields related to them. Evaluation related advice, quality assurance and contracting will be provided through separate mechanisms. It is anticipated that Tendering will begin at the end of February with implementation from July 2016. The call down service will need to respond rapidly to requests for operational and super specialist support across the four UK strategic aid objectives: 1) strengthening global peace and governance; 2) strengthening resilience and response to crises; 3) promoting global prosperity; and 4) tackling extreme poverty and helping the most vulnerable. Access to operational support is required to provide additional technical expertise and to supplement capacity in times of high demand and work pressure. Operational support will include but is not limited to: advisory support for programme design and development, business case development, independent advice/inputs into new and innovative thinking and products and rapid provision of technical advisers to fill gaps on specific assignments where there is a time-sensitive need. Access to super specialist support is required to provide specialist expertise which is not available in-house. It is expected that super specialists will have a national and/or international reputation in their area of expertise. A rapid response time will be crucial with an ambition for requests for support to be met within 10 — 15 days. DFID will be holding a supplier early market engagement event at DFID office 22 Whitehall London at 10:00 9.2.2016 to present the proposed service to interested suppliers and to hear views from the market on how the service could be implemented most efficiently and effectively. If you would be interested in attending the event please register your details on the survey monkey link https://www.surveymonkey.co.uk/r/WR9K3ZY Due to space constraints, only 1 person per supplier may attend.
