Tender description

DFID requires a Supplier for the role of Burma Humanitarian and Resilience Programme (HARP) Facility Manager. The HARP Facility will provide a mechanism to fund and manage the delivery of humanitarian assistance to crisis-affected people within Burma, and to Burmese refugees in border areas of Thailand between 2016 and December 2020. The total estimated value of the HARP Facility over this period is 60 000 000 GBP but will have provision to scale up where required to vary significantly based on the nature of the conflict. The HARP Facility Manager will provide fund management services for humanitarian projects implemented by a range of actors in Burma and Thailand. The Supplier will also implement a Strategic Capacity Building Facility to build humanitarian capacity in Burma, and provide technical assistance to the humanitarian response in Burma. Programming will include remote and difficult to access parts of Burma, and cover both new emergencies and protracted crisis situations. Flexibility and an adaptive approach will be critical to the success of the Facility. DFID expects the supplier to mobilise by the start of August 2016 and the contract will last until December 2020, with a 6 month inception phase and potential to extend for a further 2 years should DFID envisage the need. There will be 2 break points in the programme, 1 after the inception phase and 1 at the point of the 3rd annual review in August 2018. At these break points, DFID reserves the right to stop, scale up or re-contract the facility. This is a Restricted Procedure, therefore following evaluation of the submitted pre-qualification questionnaire, a minimum of 5 (based on quality) and maximum of 8 suppliers will then be invited to tender. Following the Technical and Commercial evaluation, top scoring bidders will then be invited to Presentations before the most economically advantageous tenderer is identified.
