Tender description

The Council intends to sign a Heads of Terms Agreement to utilise and secure access to the licensed MRF at the City of Cardiff Council, Lamby Way for a period of 12 months with options for further 12 month extension(s) to sort direct delivered DMR materials by the Council or a third party to the MRF facility for recycling. Purpose of this agreement will be to provide a reliable, effective and satisfactory service for the management of kerbside collected co-mingled DMR. The Authority collects an estimated 15 000 to 20 000 tonnes of co-mingled materials per annum. The City and Council of Cardiff will be responsible for all issues pertaining to Environmental Permits, Waste Carriers Licence, Duty of Care & Consignment Notices. To ensure continuity of service during the 12 month period including for option for further 12 month extension(s)there maybe a need for the Council to consider the use of alternative operators in the marketplace in the event that the MRF at Lamby Way experiences any downtime. Such circumstances may occur as a result of capacity issues, refurbishment/maintenance of plant, contamination levels, the quality of the recyclable material being collected by the Council, sale value of the recycled material on the commodities market and potential issues linked to the waste legislation.
