Tender description

The scope of Routes and Schedules is the replacement of the current platforms that provide the routes and schedules service for the London Bus network, which are obsolete and running on extended support contracts. These platforms are a combination of systems that together provide the following functionality: Definition of the structure and frequency of bus route services including the route information and stop sequences for London bus routes. Interfaces with Bus Operator Companies (BOC) to receive, validate and manage schedules for the defined routes and services. Generating individual ‘stop’ timetables including stop specific, matrix format and multi route panel for display at Bus stops. The onward transmission of schedule and route data to a number of systems and stakeholders in a timely manner, notably to: i) The Automatic Vehicle Location (AVL) system where the data is used for performance monitoring of the actual operations against the planned operations and hence BOC payments. ii) Passenger information systems for the display of timetables and ‘spider diagrams’ online and at stops and to provide the base information for the real-time live bus arrival times on signs, mobiles, the internet and smartphone ‘apps’. The above data provides valuable input into the management of the bus operating companies who provide services under contracts managed by TfL Buses to a combined value of 1.8bn.The requirements include for the provision of a collaboration component to provide the capability to exchange, capture and store pre-qualification documentation, Bus Company Data and Performance Management data electronically, as well as other financial information and data relating to contract bids and variations. The component will also enable the bus schedules submitted as part of the bids, to be uploaded directly into the Routes and Schedules system. For this procurement Transport for London (TfL) is using the Competitive Procedure with Negotiation in accordance with the Public Contracts Regulations (PCR) 2015. However, TfL reserves its right, under regulation 29(15) PCR 2015, to award the Contract on the basis of the initial tenders (Initial Offers) without any negotiation at its discretion. Please confirm via the clarifications facility on the TfL e-Tendering portal by no later than 17:00 on Monday 24.10.2016 that you shall submit a completed questionnaire; if you decide not to submit a completed questionnaire then please disassociate all your organisations users from the opportunity in the TfL e-Tendering portal. The deadline for receipt of queries at the PQQ stage is 17:00 Friday 21.10.2016 and the deadline for PQQ responses is 17:00 Friday 28.10.2016. Responses received after this time and date will not be accepted. The PQQ Industry Session has been arranged for Monday 10.10.2016 between 9:15 and 11:15 at Transport for London, Palestra, 197 Blackfriars Road, Southwark, London SE1 8NJ. The purpose of the meeting is to provide an outline of the requirement, procurement process and includes an opportunity for potential bidders to raise any questions. If you wish to attend this day then please confirm your attendance including the name and designation of delegates attending no later than 17:00 Wednesday 5.10.2016. Please note that due to venue constraints only two delegates per supplier will be accepted to attend the event.
