Northumberland County Council (NCC) seeks to commission services for people with learning disabilities, autism and mental health issues to support their independence, ability to live in their own home and build on their strengths and capabilities. These services include a range of activities linked to daily life skills including cooking, shopping, budgeting and some aspects of personal care. This Framework will also commission community based services as part of targeted and specialist short break respite care packages which support disabled children and their families, including day, evening and weekend support. Personal support can range from personal care in the child's home to support in accessing community and leisure opportunities. This will be support to people with a learning disability, and/or mental health condition and potentially a physical disability. Staff will not need to be clinically trained but will need to have training in supporting people with autism, physical disabilities, learning disabilities and mental health conditions. Service users may have autism or learning/physical disability or mental health condition that will require support throughout the day/night. Needs can be as above with additional complexities that will be identified at the point of ‘call off’. Staff should be trained and have experience of supporting people with autism, physical disabilities, learning disabilities and mental health conditions. Service users will require support from experienced staff. Needs are likely to be complex and include behaviours that may challenge services. It is expected that only 1 provider will be chosen to be on this Lot. The service is to provide support in a purpose-built development of 5 bungalows to support individuals with complex and high needs. Initially it will support people to leave a hospital environment or those at risk of hospital admittance. Individuals are likely to require intensive 24 hour support. 1 of the 5 bungalows will be retained to support emergency placements but people accessing this support are not expected to remain as long term tenants within this accommodation. The other 4 properties are intended to be single occupancy where service users will have a tenancy or licence agreement. The successful provider will be expected to work alongside our specialist nurses based in an adjacent service. The nurses will provide advice and guidance to the successful provider but this is not likely to be face to face support. Personal support services will provide disabled children and young people with an individual support service that is personalised to meet their individual needs Personal support can range from providing personal care in the child's home to support in accessing community and leisure opportunities. The services provided should take into account the individual and unique nature of each child and young person and should be planned to meet assessed needs. It follows that the nature and complexity of need will vary depending upon the age of the child and the level of disability.
