Tender description

St Helens Council is seeking to appoint organisations to provide an Information and Advice Service and an Advocacy Hub (under the Public Contract Regulations 2015, Regulations 74 -76 (Light Touch)). The tender comprises of 2 Lots. Lot 1 — Information and Advice Service Lot 2 — Advocacy Hub. We would welcome individual or collaborative bids from providers working together, on the basis that we contract with one lead organisation for each separate Lot. Providers are able to bid for a single Lot or for both Lots. The contracts will run for an initial 24 month period from 1.4.2017 to 31.3.2019, subject to an annual review, with an option of 2 12-month extension periods. St Helens Council is commissioning a new Information, and Advice Service as part of its transformation of the way local people get the care and support they need. The Information, and Advice Service will coordinate very wide ranging information across adult's well-being and health care and support. It will incorporate and promote preventative and community based support, facilities, activities and opportunities for service users. St Helens Council has made a decision to address all statutory independent advocacy requirements through a single contract to procure a service to be known as the ‘St Helens Advocacy Hub’ which will provide a single gateway for the appointment of independent advocates under the Care Act, the Mental Capacity Act and the Mental Health Act. This decision takes in account national guidance, and extensive stakeholder and public consultations.
