This is a Prior Information Notice (PIN) only: Publication and Call for Competition will be conducted once scope of work is fully defined and approved. DFID anticipates publishing a new competition in the last quarter of 2016 for a supplier to manage and deliver Integrated Community Case Management programme phase 2 (ICCM2) in South Sudan. An outline of the programme and its anticipated outputs is summarised below. These could be adjusted during final programme design. DFID Supplier portal: https://supplierportal.dfid.gov.uk/selfservice/pages/public/supplier/registration/supplierRegistration.cmd The Programme: The ICCM2 programme will provide health services at the community level to treat children suffering from malaria, diarrhoea, pneumonia and severe acute malnutrition (SAM) in 24 counties across nine states in South Sudan. The recipients will be the Ministry of Health (MoH) — Republic of South Sudan. Direct beneficiaries are children under five years of age, community-based distributors (CBDs), community nutrition volunteers (CNVs), County Health Management Teams, health facilities and community units. The programme impact will be to improve health care for children suffering from malaria, diarrhoea, pneumonia and severe acute malnutrition (SAM) and to contribute to a reduction in under-five child mortality rate in South Sudan. Programme outputs are: 1. Increased access to ICCM services to treat malaria, diarrhoea, pneumonia 2. Strengthened health systems in intervention areas 3. Increased quality, demand and use of nutrition services. It is expected that outputs will ensure provision of lifesaving care to an estimated 883 000 children under five with approximately: — 1 300 000 treatments for malaria with Artemisinin Combination Therapy (ACT) — 1.1 million treatments for pneumonia with antibiotics — 900 000 treatments for diarrhoea with Oral Rehydration Salts (ORS) and zinc — 100 000 children treated for SAM with Ready-To-Use Therapeutic Foods (RUTFs) such as plumpy nut. The programme activities are: — Increasing access to quality life-saving health treatments for 1/3 of children under 5 in South Sudan, in 24 counties where access to health facilities is limited. — Strengthening health systems in coordination with the Ministry of Health (MoH) by establishing linkages with the formal health system, particularly at the lowest levels, especially the Boma Health Initiative aimed at linking community-based health workers with primary healthcare centres. — Building tighter co-ordination and complementarity with the multi-donor Health Pooled Fund. — Support the ICCM network of 8 000 community-based distributors (CBDs), 200 community nutrition volunteers and 1 100 supervisors; and — Increase the quality, demand and utilisation of nutrition services. Bidders are likely to be invited to submit proposals to deliver this programme either independently or through consortium, the supplier must demonstrate successful organisational experience and team expertise designing and implementing similar conflict-sensitive health programmes in a context of insecurity and limited state capacity similar to South Sudan. DFID will invite bidders to outline the approach and methodology that they propose to use to achieve the programme results outlined above. i — According to MoH DHIS 2016 data for the country, there are around 2.4 million under-fives in South Sudan. ii — Also known as community nutrition workers.
