Tender description
This contract will provide services to support public service and infrastructure provision in the West Midland Combined Authority (member and non-constituent member) area. These services will specifically relate to transport, public realm, environmental and economic impacts of policies, strategies and schemes. The provision of services would be across the WMCA, partner institutions and transport scheme developers. The WMCA would welcome interest from a range of sectors and specialisms to provide these tools and services, and would encourage contact from organisations who are willing to work in partnership or a single lead supplier acting on behalf of a consortium. The contracting authority (WMCA) is purchasing on behalf of: Birmingham City Council, Solihull Council, Coventry City Council, Wolverhampton City Council, Walsall Council, Dudley Council and Sandwell Council. The contract would be open to other authorities working with the WMCA to access. High level requirements will encompass, but may not be limited to: Collect / collate / import data relating to transport planning, environment, social and spatial data to support the process of analysis and modelling. Support the provision of transport related data to wider strategic planning and economic tools. Data sources will incorporate sensors, web based data, automated and manual surveys. There will be provision for new methods of mass data collection such as crowd sourced or mobile phone data. Managing the data according to agreed standards to validate and improve data quality, ensuring timeliness and consistency. High level requirements will encompass, but may not be limited to the provision of data in a variety of ways — raw, summarised, analysed, visualised. Web based presentation of data, analysis and download tool. Access controlled platform to output data to open data users, academics and entrepreneurs. A catalogue of data to enable searching and understanding of the data stored. The tools required will need to flex according to demand. High level requirements will encompass, but may not be limited to: A mixed suite of modelling tools to support decision making at micro through to strategic levels. Offering the choice of tools for options appraisal; idea development; strategic plans for local development and full business case support that can be developed to WebTAG compliance. There is an opportunity to use the existing PRISM model but this is not a mandatory requirement, alternative innovative solutions are also welcome. An effective version control approach to manage different configurations of models that will be used by multiple private and public users. Methods or tools when using the model to provide quality assurance on the model outputs.
