Solutions for Public Health (SPH) is an NHS organisation hosted by Arden and GEM CSU. SPH and Arden & GEM CSU wish to establish a framework of suppliers capable of providing Evidence Review and other Public Health related services to facilitate bidding for and delivering programmes and projects in partnership to end customers. The CSU will wherever possible in order to allow the maximum possible time to develop a competitive bid with the chosen partner, make direct call offs under this framework using the call off criteria set out within the ITT. The range of consultancy categories is broad covering 19 specialist categories although please note that the CSU does not guarantee that work will be called off under any or all of these categories. Please note the Suppliers may apply for one or more speciality each speciality will be evaluated on an individual basis. Systematic reviews with meta-analysis and associated evidence synthesis and appraisal. Evidence Reviews / Rapid Evidence Reviews. Rapid Evidence Reviews (RERs) for the purposes of this Framework will typically be produced over a period of 8-10 weeks although the exact timeframe will vary in line with complexity of the RER and individual end customer requirements. Highly complex Evidence Reviews or those that include extensive acquisition and collation of wider qualitative information may require a longer period for production. Critical appraisal of papers and production of the Evidence Review will include assessment of quality of evidence, identifying potential sources of bias, synthesis and generating an appropriate summary. A multi-stage QA process will be required conducted by independent peers. A consultation process may also form part of the requirements. Evidence Briefings. An Evidence Briefing is a ‘shortform’ evidence review which provides a summary of the evidence available and an assessment of its quality. The review is produced over 4-6 weeks and there is less time for detailed appraisal of each paper. Provision of Quality Assurance of Rapid Evidence Reviews and Evidence Briefings: As indicated above SPH Evidence Reviews include several stages of independent peer Quality Assurance. SPH wish to procure this QA service for Reviews produced both in-house by SPH and also those produced by other providers on this Framework. SPH provides Public Health services to a range of customers including Local Authorities and PHE. Such services include Joint Strategic Needs Assessments (JSNAs), Health Needs Assessments (HNAs) and independent service evaluations (see below). Potential suppliers with the following capabilities and experience are invited to apply Lot 5. Production of HNAs and JSNAs. Analysis and presentation of Public Health data. Provision of interim DPH and other interim PH roles. General Consultant in Public Health consultancy services (with or without a medical qualification). General Pharmacist consultancy services. IFR policies & processes and Consultant in Public Health Medicine IFR panel support / attendance. Consultancy in prevention services including weight management, drugs/alcohol, sexual health and smoking. Consultancy in screening services. Price is not the only award criterion and all criteria are stated only in the procurement documents. Workforce development in Public health and other health related professions. Service Evaluation services required: SPH provides independent evaluations of Health Services for a range of customers. Potential suppliers with the following capabilities and experience are invited to apply: a. Formative and summative service evaluation. Qualitative data acquisition and analysis. Design and implementation of service user and stakeholder surveys, interviews and focus groups. Statistical data analysis and reporting. Health Economics including development of ROI tools.
