Hertfordshire County Council (the ‘Council’) is carrying out pre-procurement market engagement in relation to: Wilbury House — Residential Care Service for adults with Learning and Physical Disabilities) Individual time limited provider meetings will take place at Wilbury House 19-21 Wilbury Road Letchworth SG6 4JU on 6.10.2016 and 7.10.2016. Please note that each meeting will last up to a maximum of 30 minutes and attendance is limited to 2 representatives per organisation. Meetings will provide an opportunity to view the accommodation and any discussions will be based on the questions contained within the Provider Questionnaire. The Provider Questionnaire should be submitted after the visit to Wilbury House has taken place. Please email Business.Support@hertfordshire.gov.uk no later than Tuesday 4.10.2016, 12 noon if you wish to attend an individual provider meeting at Wilbury House, so that a date / time can be arranged. NB: Organisations invited to attend an individual provider meeting will be assigned to a specific time; please note that the Council cannot accept requests for specific times. Project Background 2.1 Wilbury House, 19 -21 Wilbury Road Letchworth SG6 4JU is a large double fronted 6 bed property in Letchworth Garden City. Located within a predominately residential area, the property has been purpose built and designed, to provide residential care for adults with learning and physical disabilities. 2.2 The property is held by the Council on a long leasehold title of 990 years (effective from 25.12.1955) from the Letchworth Garden City Heritage Foundation (LGCHF). 2.3 Since 2012 there have been a number of visits to Wilbury House to ascertain if the property is suitable to provide a residential care service for adults with learning and physical disabilities. 2.4 The previous short stay children's service that operated from Wilbury House, received complaints from the immediate neighbours regarding the number of vehicles arriving and departing from the property and visitors parking carelessly. It's envisaged that the core term of the Contract will be for a period of 5 years, with the option for an extension of a further 2 years. The purpose of the Council's pre-procurement market engagement process is to allow and enable, potentially interested organisations with appropriate expertise and relevant experience to:- — Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). — Engage with the Council to understand its challenges, intentions and desired Outcomes. — Inform the Council of current market developments. — Enable the Council to understand how the Current Requirements could be shaped and delivered. This stage of the project allows the Council to understand the strengths and weaknesses of the market available to deliver its outcomes. Furthermore, this process enables organisations to effectively plan for any potential forthcoming procurement. The Council will consider the responses received as part of this pre-procurement market engagement to help inform the Council's options and further decision making.
