The Kent Buying Consortium (KBC) is a group of local authorities in Kent who have joined together to form a consortium, but without the intention of forming a partnership, to procure supplies and services and: To promote Value for Money through procurement, bearing in mind economy,efficiency and effectiveness with a proper regard for equality, environment sustainability and safety. To maintain the highest standards of probity and integrity in procurement. To act for the widest benefit of Consortium members. To assist Consortium members in meeting local objectives. To this end various member authorities of the Kent Buying Consortium have agreed to enter into a joint purchasing exercise to provide a cash collection service from their administrative areas under a services agreement in the form attached to this invitation. The service will collect cash from on and off street car park ticket entry machines, from other local authority public buildings and facilities and provide ancillary courier and change services. The Lead Authority, which is managing the exercise and will enter into the contract is Maidstone Borough Council. Each of the other consortia members of the KBC have agreed with the Lead Authority that it will enter into a contract with the successful Contractor via an Individual Authority Service Contract (IASC) as provided as Document 5 and in accordance with the terms and conditions in Document 4 — Lead Authority Contract.
