Summary of the work In conjunction with in-house specialists, deliver ongoing and start up projects involving selecting, configuring, testing, deploying and supporting data quality support tools and reporting software associated with GP clinical systems. Working closely with Digital integration teams on GP integration. Expected Contract Length 1 November 2016 – 31 March 2017 in first instance - potentially renewable Latest start date 1 November 2016 Budget Range £70K-£100K Why the Work is Being Done To improve efficiency and effectiveness of GP clinical system use, improve decision support information and standardise content and procedure Problem to Be Solved Standardised referral forms, general data entry templates and reports need to be created for specific purposes, offered in a convenient way and shared across the health community. Who Are the Users As a GP I need to know I am using a referral form, for example, that is in an acceptable format and includes all the information the receiving organisation needs so that they can decide on and deliver best care. As a planner of care provision in my practice or as a commissioner I need reliable and easy to access decision support information. Work Already Done The programme has been running for some months and having implemented systems, the in-house team provide end user support, enhancements based on user feedback and have systems and services for new customers in development that need to be taken forward. Existing Team The supplier will work alongside the GPIT Core BAU team/s for target localities and permanent development and project staff on parallel and complementary projects Current Phase Beta Skills & Experience • Have in depth knowledge of EMIS Web, Commiunity and Search and Reports, SystmOne GP, Strategic Reporting and data analysis systems • Have experience of implementing new systems and porcesses in a GP environment • Have experience of managing a team working with commissioners to help them acheive their objectives thorgh the use of digital enablers Nice to Haves • Have knowledge and experience of the London and East of England GP environments • Have experience of matrix working with permanently employed specialists and BAU teams Work Location Base in North Central London, requirement to visit and occasionally work at customer sites in London, Southeast and East of England Working Arrangments The supplier will be provided office accommodation at an office in North or North Central London but work at customer sites will be required No. of Suppliers to Evaluate 3 Proposal Criteria • Compliance with essential skills and experience • Flexibility of approach in meeting our goals • Ability to miobilise by early November 2016 Cultural Fit Criteria • Work as a team with our organisation and other suppliers • Be transparent and collaborative when making decisions • Take responsibility for their work • Work with clients with low technical expertise • Build and maintain relationships with senior professionals • Support and work according to NEL vision and Values Payment Approach Capped time and materials Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. Can you please advise how many person days you anticipate the successful bidder will need to provide for each role over the duration of the contract. We anticipate a programme lead and a subject matter expert, working in conjunction with in-house team, which the programme lead will manage.Each will probably need to be engaged on this programme full time so 5 days per week. 2. As part of this bid, are you also interested in purchasing data quality products we have readily available (such as clinical system templates)? If so, how would you like these to be costed in the proposal? Not as part of this bid.
