Tender description

The contract will cover postal services for the following outbound TV Licensing (TVL) mail: — Renewal and Retention Campaigns. — New Sales Campaigns. — Customer Service Activity. These mailings play a key part in assisting the BBC to manage the collection and administration of licence fee revenue. Around 40 % of TVL letters are sent to unlicensed addresses as part of ongoing enforcement programmes. TVL also issues letters to customers as payment reminders, notifications of missed direct debits or for customer service activity (for example confirmation of change of circumstances). Although significant progress has been made in reducing the reliance on postal mail as a communications channel, it will remain a very important method of communicating to licence fee payers for the foreseeable future, particularly for unlicensed addresses and customers without internet access. In 2015/16, TVL mailed 50.9 m communications to addresses throughout the UK, the Channel Islands and the Isle of Man. With the introduction of the new Charter and the associated Licence Fee settlement, it is anticipated that postal volumes will increase to c. 61 m communications p.a. This projection has been based on the requirement to contact TVL's direct debit licence fee payers an on annual basis to inform them of inflationary uplifts in their licence fee, following the implementation of the settlement.
