HOV Collaborative Waste Programme - Long Term Food Waste Treatment Services

Tender description

The Heads of the Valley Hub (the Hub) consists of the following local Authorities: Blaenau Gwent County Borough Council (Blaenau Gwent), Monmouthshire County Council (Monmouthshire) and Torfaen County Borough Council (Torfaen). In line with Welsh Government (WG) policy, the Hub intends to procure capacity within a facility which utilises Anaerobic Digestion (AD) to process and recycle Food Waste. The service shall involve the transportation of Food Waste from Nominated Collection Points in Blaenau Gwent, Monmouthshire and Torfaen respectively, followed by the receipt, processing and recycling of Food Wastes at the facility. The facility and technology must have a proven and robust processing capability: to maximise the digestion of materials to end use products, to minimise any residual waste from the process and for finding the end use in designated markets sectors, described in the Digestate Quality Protocol and PAS110 whilst in full compliance with all relevant legislation. The treatment solution must conform to the WG strategy and guidance for Food Waste treatment including the requirements for anaerobic digestion, recycling and composting.
