Tender description
DFID Tanzania is designing a new Dar es Salaam focused Jobs Programme expected to begin in 2016. The programme design and approach have been informed by national and international evidence in five ways: — The focus on Dar es Salaam, which has strategic economic and practical importance for the rest of the country, has a rapidly growing population including large numbers of poor and vulnerable people. — The focus on women and youth. Youth make up 34 percent of the city's population and both women and youth suffer relatively greater levels of unemployment and exclusion from markets. — A commitment to follow a market systems approach as the most cost-effective way of supporting inclusive and sustainable growth at scale. — A commitment to ‘do no harm’ and avoid any interventions which will damage systems and players. Factors that will ensure this include a reliance on local actors, inherent flexibility and strong analysis. — Flexibility as a core principle — allowing the programme to adapt, based on new information and opportunities Impact: Improvements in net income growth and poverty reduction among target beneficiaries, which are attributable to the work of the programme. Outcome: Better functioning markets and increased market system capacity leads to improved performance among target beneficiaries. Outputs: Facilitating sustainable change in market systems results in better functioning markets and increased market system capacity The services required will be predominantly technical assistance, focused on designing and implementing the programme. The programme will be broken into three distinct phases: Business Case design and approval; Inception; and implementation. The technical assistance would need to be provided on the basis of evolving needs and would be in response to specific terms of reference agreed for each stage of design, inception and implementation.
