Tender description
Nitrogen and Compressed Air Plant. The current N2 facility at Springfields Fuels Ltd is situated in a controlled radiation and contamination area; however an alternative area of land has been identified outside the controlled area, suitable in size to accommodate N2 and CA gas production for the site in one purpose built facility. The land identified for the new combined facility measures approximately 45x40meters. The new facility (both N2 and CA) shall be of modular design and shall be of an arrangement that makes provision for a guaranteed, continuous, uninterrupted supply of gas (both N2 and CA) across the site pipework network, upon switch over from the current system to the new. The new facility will be free standing and will connect to pre-installed, local hook up points in the near vicinity. The N2 plant and equipment will produce N2 gas at a purity of 99.99 % at variable output flowrates; ranging from 350m3/hr to 1500m3/hr, with an output pressure of 8barg minimum, but no more than 10barg, at ambient temperatures. The facility shall be designed and installed to ensure a guaranteed, uninterrupted gas supply, including a built capacity to allow for any scheduled maintenance downtime and statuary inspections. The new CA facility will produce oil-free, dry compressed air, dried to -40 Pressure Dew Point (PDP) and will produce flowrates of 10,567m3/hr with an output pressure of 8barg minimum, but no more than 10barg, at ambient temperatures. The facility shall be designed and installed to ensure a guaranteed, uninterrupted gas supply, including a built in capacity to allow for any scheduled maintenance downtime and statuary inspections. N2 and CA are fundamental to some of the processes and activities on the SFL site, and as such cannot be subjected to long shutdown periods. The installation work will include the provision for ensuring that the site supply of N2 and CA are uninterrupted (where practicable) during the installation phase, and final tie-ins performed by the contractor must keep disruption of supplies to an absolute minimum. SFL will be pursuing the options to: purchase the chosen design and build solution rent the facilities for a minimum of ten years. A two year, all inclusive maintenance contract shall be included if the purchase option is chosen. The project to undertake this work will commence in July 2017 and a fully functional and qualified system is required by July 2019 to allow for decommissioning to commence on the existing systems. The successful tender will be identified as the supplier with level of available resources and experience to satisfy all aspects of the replacement facility design, equipment supply, installation, testing and commissioning criteria. SFL will require testing at the manufacturers works prior to full installation/test/commissioning at SFL. The new system shall be installed and run independently alongside existing systems until proven reliable. The supplier will be subject to satisfying SFL's contractor pre-qualification assessment. Successful Suppliers and installation teams should also be able to complete and meet the security clearance for working on the site before commencing work. All work will be carried out under the requirements of an NEC3 Option A (Price Contract with Activity Schedule) Conditions.
