Tender description

This procurement relates to the provision of food waste treatment services on behalf of the Heads of the Valleys (HOV) Waste Procurement Partnership comprising the following participating local Authorities: Blaenau Gwent CBC, Monmouthshire CC and Torfaen CBC (the Hub). In line with Welsh Government policy, the Hub wishes to procure long term source segregated food waste treatment services, utilising anaerobic digestion, for the geographical areas covered by each of the participating Local Authorities. The Hub intends to procure capacity within a merchant facility and not to procure a design, build, finance and operation contract. NB: The intended procurement option does not preclude the construction of a new facility however, the Hub does not intend to make any capital contribution to this contract. It is anticipated that contracted services will commence April 2018 for an initial period of 15 years (with an option to extend for a further period of up to 5 years). This procurement relates to the provision of food waste treatment and associated haulage services on behalf of the Heads of the Valleys (HOV) Waste Procurement Partnership and more specifically, the following participating organisations: — Blaenau Gwent County Borough Council; — Monmouthshire County Council; — Torfaen County Borough Council. The Procurement is being administered via the Competitive Procedure with Negotiation as contained within the Public Contracts Regulations 2015 and forms part of the Welsh Assembly Government's Food Waste Treatment Programme. The HOV Waste Partnership is seeking a long term contract for the treatment of food waste by anaerobic digestion and the disposal of residues. This procurement is not intended to include any of the waste collection function or the delivery of waste to the facilities. It is anticipated that contracted services will commence April 2018, for an initial period of 15 years with an option to extend for a further period of up to 5 years. The Authority reserves the right to award the Contract on the basis of the initial tenders without conducting negotiation.
