Tender description

This Market Sounding Questionnaire (MSQ) issued by Transport for London (TfL) Surface Commercial seeks to obtain market feedback in relation to chairing and conducting taxi driver licence reconsideration hearings. This MSQ is not a call for tenders or a pre-qualification exercise. The MSQ’s primary focus has been developed to provide TfL with information to better understand the market and supplier appetite, capacity and capability, as well as perceived risks and opportunities. Suppliers are solely responsible for their own costs and expenses relating to their responses to this MSQ and any subsequent follow up engagement. The information within this MSQ has been generated solely for market engagement purposes and (depending on the information received) may not reflect the information ultimately presented in any future calls to tender relating to the services set out in this MSQ. In accordance with section 17 of the Transport Act 1985, any applicant or licensee who is dissatisfied with a decision to refuse to grant, or suspend or revoke a taxi driver's licence, may, within 28 days, ask TfL to reconsider its decision by way of a reconsideration hearing. TfL would like to engage with organisations that have good understanding of the relevant legislation to review these appeals independently to TfL. It is for the appointed Supplier to compile a summary of the proceedings and make recommendations as appropriate in each case.
