Tender description

The Countess of Chester Hospital NHS Foundation Trust (COCH) is seeking to contract with a special purpose vehicle (SPV) in order to support Ireland through an intergovernmental partnership by providing guidance, advice and expertise in administering transformational change services to Ireland's public service (including but not limited to Ireland's Health Service Executive and its agencies) specific to low carbon energy efficient infrastructure and the ongoing management and performance of their contractual obligations therein. This will include the supply of resources and expertise to deliver an end to end package of transformational delivery for each client organisation using the service, this will be from point of identification of requirement through to award of a contract and ongoing performance management of their selected provider. The COCH will tender separately through the Official Journal of the European Union for a specific framework agreement for the provision of low carbon energy efficient infrastructure providers, and the SPV will assist in the development of a capable and sustainable ongoing market place through this framework agreement, for the provision of energy infrastructure providers, to ensure and maintain a competitive and sustainable market place.
