Tender description

The UK Climate Change Unit (UKCCU) based in the British Embassy in Jakarta has designed a Programme on Green Economic Growth for Papua in Indonesia from the International Climate Fund. 1. This intervention aims to catalyse the emergence of a vibrant private sector focused on low carbon, environmentally sustainable, green enterprise. The proposed programme (2016-2022) will do this by: (i) supporting green businesses directly through capacity building and mentoring between established firms and start-up businesses; (ii) improving access to finance for small and medium enterprises (SMEs); (iii) building government capacity to target public expenditure towards green investment, and; (iv) building knowledge and evidence on the benefits of promoting green business. 2. The intervention is expected to deliver the following results: — Improved livelihoods for 22 000 forest dependent Papuans (of whom 50 % will be women); — 4 500 jobs created in agribusiness, agro-forestry and forestry enterprises; — Up to 12 commodities with expanded production and market access; — 5 600 000 GBP of private finance mobilised in low carbon enterprise, with a potential 230 000 000 GBP in long-term finance. — 58 000 GBP of public resources allocated to four pilot villages by the Papuan Provincial Government (potential of £52 million per annum in long-term finance if replicated across all Papua's villages). DFID has identified a budget range of between 10 000 000 GBP and 12 000 000 GBP for this programme though Suppliers should not craft their bids in such a way as to reach the budget ceilings this parameter implies. Bids will be evaluated based on value for money in pursuit of achieving the Terms of Reference, competitiveness of costs proposed, as well as demonstration of maximising the effective utilisation of the proposed budget linked to results to be achieved. Early Market Engagement (EME) UKCCU Jakarta intends to host an EME Event to present the planned programme and the services required for the technical assistance components to interested suppliers. The aim of the Early Market Engagement is to exchange ideas and views on the options in designing and implementing the stated component of the programme. In particular, we are interested to discuss the additionality and the options available for the proposed scope of the technical assistance, the proposed project services and activities, and the optimum structures for delivery. In addition, we particularly welcome interest from organisations with a proven track record of working in Indonesia. This EME is proposed to consist of a Presentation on the Technical aspect of this programme vis-à-vis the Tendering process and estimated timelines. UKCCU will share in advance preliminary draft contract terms of reference and a series of key questions to stimulate the discussion that will take place following the presentations. Final timings and details of how to join by teleconference will be communicated to interested parties in advance of the event. EME Date and Participation Details The event will take place at the British Embassy Jakarta on Wednesday, 28 September 2016 at 2.30pm Jakarta Time.
