Summary of the work Lancashire Care NHS Foundation Trust are looking for a dynamic, skilled and collaborative supplier to work on developing a web based app to assist in automating the production of our monthly produced Quality Performance Report. Latest start date 1/11/16 Why the Work is Being Done To create an efficiency saving for the monthly production of the Quarterly Performance Report (QPR). Problem to Be Solved Lancashire Care NHS Foundation Trust have identified possible efficiency savings in the monthly production of the Quarterly Performance Report (QPR) by utilizing a metrics managements web based app to pull data for key KPIs directly from the Trust data warehouse and present to the networks via the app to review, sign off and record an audit trail. This will streamline the current approach which uses Excel to present manually collected data. Who Are the Users As a Service Manager I need a simple way to review automated figures so that I can make amendments to the data before the submission deadline. As an Information Specialist I need to manage the metrics that are processed by the system and assign service managers to review them so that the correct information is present in the QPR. I need to freeze and unfreeze a reporting period so that I can enforce submission deadlines for service managers . I need to view the history of corrections to automated metrics so I can provide audit reporting. Work Already Done High level discovery has been completed which identified high level user needs. Existing Team Will be working with the Trust BI team and performance team. Current Phase Discovery Skills & Experience • Have at least 4 years experience using SQL Server • Have at least 4 years experience working on web based app development projects • Have NHS experience, ideally in a mental health and community Trust setting • At least two years experience in software development with NHS datasets Nice to Haves Previous experience of working with the Trust Work Location Between Lancashire Care NHS Foundation Trust sites from ranging from Blackburn to Preston. Working Arrangments For the initial design & development we envisage to be on site. The completed development, support and maintenance to be completed remotely. This approach will be subject to change. What is the budget for this work? £2600 2. What is the length of the work? Approx 8 weeks 3. What is the budget for this work? Apologies, there was a typo in the previous response to this question above, the budget is up to £10,000 + VAT 4. We don't have 2 years’ experience with specifically NHS datasets, but we have developed a number of database-based reporting and management applications in the private and public sector. Is it essential that we’ve worked with NHS data specifically and if so why? Or would you be open to applications from suppliers with over 2 years’ experience of building data and reporting solutions? Having the NHS data experience would reduce the time needed to understand the data and therefore speed up the development time of the app and reduce the time being spent with the internal team having to explain the data. Therefore for this reason we require previous NHS data experience. 5. Regarding the metrics that is pulled into the new system – do they come from multiple sources, for example multiple databases, file extracts, excel spreadsheets etc? Yes they do at present, but with the new system we want to source the data direct from the Trust data warehouse. A lot of data at present is manually inputted into the QPR from users obtaining the data from SSRS reports (which pull from the DW), therefore want to streamline the approach and automatically extract the data from the DW into the QPR. 6. How will the final and sign-offed KPI’s be communicated and/or fed into the QPR? To keep consistency of the QPR look and feel in the interim, the same reporting product will be used (Excel) to produce the QPR, this will source the signed off data directly from the database of the new product. 7. Once, the project is completed and launched – would hosting be provided by the vendor or internally by the Trust’s IT team? By the Trusts IT team 8. It would be challenging to provide a slick and scalable solution for the presented budget. Would you consider higher budgets if this can be justified by the added value? In short, no. We believe that the budget is more than adequate to provide the solution required. The app itself only needs to be fairly light, allowing super users to point it to tables to source data for KPI's, and essentially be a viewing tool to allow review and sign off. The development of the datasets behind each KPI will be done by the internal BI team.
