Tender description

Portsmouth City Council — the ‘Authority’ — is embarking upon a major programme of coastal defence construction as part of the North Portsea Island Coastal Flood Defence Scheme. The implementation of the programme has been split into 6 phases of works over the next 5-6 years. Phases 1 and 2 are already underway with completion due by the end of September 2016. The Authority is now seeking to appoint a contractor via this procurement exercise to deliver Phase 3 of the programme which will cover flood defence works at Tipner Lake from the Mountbatten Centre, Twyford Avenue to the Ports Creek Roundabout. The target construction commencement date is April 2017 with a completion date of October 2018, excluding landscaping works which must be completed by February 2019. The estimated value for construction works is approximately 10 500 000 GBP. The Authority is targeting to have awarded the contract by 17.2.2017 with a subsequent commencement on site date of 1.4.2017. The programme of works is part of the North Portsea Island Coastal Flood Defence Scheme which aims to reduce the risk of coastal flooding and erosion to the area over the next 100 years. The Eastern Solent Coastal Partnership (ESCP) — who are managing these works on behalf of the Authority — have successfully gained Flood Defence Grant funding to the value of £58.5million to deliver the programme of works. The implementation of the programme has been split into 6 phases of works over the next 5-6 years. Phases 1 (Anchorage Park 5 000 000 GBP) and 2 (Milton Common 3 000 000 GBP) are already underway with completion due by the end of September 2016. The Authority is now seeking to appoint a contractor via this procurement exercise to deliver Phase 3 of the programme which will cover flood defence works at Tipner Lake from the Mountbatten Centre, Twyford Avenue to the Ports Creek Roundabout. The target construction commencement date for the Tipner Lake works is April 2017 with a completion date of October 2018, excluding landscaping works which must be completed by February 2019. The estimated value for construction works is approximately 10 500 000 GBP. The Authority is targeting to have awarded the contract by 17.2.2017 with a subsequent commencement on site date of 1.4.2017. It is envisaged that the form of contract used will be NEC 3 ECC Option C. The exact form of contract will be confirmed within the tender documents. In order to be considered for the tender shortlist interested parties must complete and return the documentation as detailed within the Pre Qualification Questionnaire accessible via https://intendhost.co.uk/portsmouthcc/aspx/home by Friday 14.10.2016 at 12 noon. The Authority's target date for issue of tender documentation to the shortlisted parties is 2.12.2016 with the subsequent tender return deadline falling on 13.1.2017. The Tipner Lake works will consist of the construction of a new reinforced concrete seawall along the full length of this frontage, which is approximately 1.85 km in length. The works will comprise a combination of: c. 300 mm thick seawall encasement of the existing defences to extend below the existing foreshore level; replacement of the seawall in the southern area of the site where the existing wall is showing signs of structural movement and is considered of too poor a condition to encase; and local re-alignment of the frontage in this southern area where required. There is the opportunity to create a terraced embankment, an environmental zone, seaward of the defences to the north of the site. The scope of the works at summary level comprise of the following elements; — Demolition and removal of existing seawall in the southern section of the site; — Construction of vertical reinforced seawall, including sheet pile and bearing pile installation with local realignment; — Encasement of the existing seawall in the northern area of the site; — The existing footpath / cycleway behind the seawall will be reconstructed as part of the works; — Landscape works to provide appropriate & separate external spaces, including new access points to a public footpath.
