Comhairle Nan Eilean Siar is the unitary local authority for the Western Isles (Outer Hebrides) of Scotland. It is responsible for the collection and disposal of household waste throughout the area and in this capacity owns and operates a landfill site at Bennadrove outside Stornoway, (the landfill site also accepts privately collected industrial waste). The landfill site operations are restricted to conditions as set out in the site Pollution Prevention and Control Permit (PPC) which is regulated by the Scottish Environmental Protection Agency (SEPA). The landfill site has one active disposal cell, which is expected to reach capacity by mid-2020. The purpose of this procurement exercise is to explore the market for an Environmental / Technical Consultancy company with specific experience in landfill cell design and engineering, including the installation of basal lining systems and the collection & treatment of raw leachate.
