WP3098A - Specialist Supported Accommodation for Vulnerable Adults with Complex Needs

Walsall Council is looking for an experienced Service Provider with a previous successful track record of delivering specialist supported accommodation, to support vulnerable adults (men and women) with complex needs, who are homeless or at risk of homelessness and in need of housing related support to acquire the skills to move into their own independent accommodation and sustain their tenancy. The service will need to be staffed 24 hours a day to deliver support. The Service Provider shall have accommodation available for use from contract commencement, with appropriate planning permission in place to deliver a ‘core and cluster’ service. The accommodation needs to be located in Walsall, with good access to transport links; local amenities, and demonstrable integration of the client group within the community. The core project should consist of 3 x 3 bed roomed furnished self contained flats plus an emergency bed, to accommodate 10 individuals. The core project should have controlled door entry and monitored C.C.T.V. It should also provide a training kitchen, a training room with the provision of computers and internet access and meeting rooms. The cluster should consist of 12 units of furnished dispersed accommodation, located in close proximity to the core hostel that is covered by the monitored C.C.T.V. to deliver the service from contract commencement. The service is based upon the Councils Housing Operating Model (see documents attached). It will deliver tertiary intervention, providing specialist accommodation based support for those individuals where homeless prevention is not possible or will fail without some additional level of support.
