Soft Market Testing: This is a fact finding exercise to understand who are the GIS providers in the UK market who have the size, expertise and established products who might be able to provide a sizeable GIS portfolio of business requirements to Gloucestershire County Council (GCC) and its affiliates/partners. This is not a procurement or tendering exercise. We simply want to understand who is out there and what they have to offer.
