Tender description

As part of its support to Government of Sierra Leone's (GoSL) efforts to tackle gender inequality, DFID has approved a 4 year Support to Adolescent Girls Empowerment (SAGE) programme to respond to the multiple and inter-related disadvantages that adolescent girls in Sierra Leone continue to experience and which restrict their life chances. The Support to Adolescent Girls Empowerment programme (BC approved 6.6.2016) delivers a combination of interventions to support the social and economic empowerment of vulnerable adolescent girls in Sierra Leone. It will also contribute to the building of community-level commitment to the protection and empowerment of adolescent girls. The business case has four components. The 1st 2 will be managed through an Accountable Grant and MoU respectively and the latter 2 through a contracted Supplier. The components are: 1. A safe spaces programme implemented by BRAC Sierra Leone; 2. Sexual and reproductive health and protection services delivered by UNFPA; 3. Support for the implementation of the National FGM Reduction Strategy; 4. A flexible fund to provide small grants for innovative or strategic initiatives that have the potential to empower adolescent girls It is proposed that the Supplier will manage a Strategic Opportunities Catalytic (SOC) Fund which will have 2 strands. The 1st will provide technical assistance to the Government of Sierra Leone for the implementation of their National Strategy for the Reduction of FGM/C. (4 000 000 GBP) The 2nd will provide a flexible fund to deliver grants in support of initiatives which offer innovative or catalytic potential to contribute to the social and economic empowerment of adolescent girls. The fund will be open to local or international civil society actors as well as to the Ministry of Social Welfare, Gender and Children's Affairs once the specific eligibility criteria are met (2 000 000 GBP).
