CPU 1943 Go Ultra Low EV Charging Network Expansion Soft Market Test

Nottingham has been named one of the UK’s first Go Ultra Low Cities, receiving £6.120m funding from the Office of Low Emission Vehicles (OLEV). As part of the delivery programme, the Council has set aside up to £2m of OLEV funding to further develop publically accessible electric vehicle recharging infrastructure across Nottingham, Nottinghamshire and Derby. The primary objective of the Go Ultra Low City scheme is to promote the uptake of Ultra Low Emission Vehicles (ULEVs) in the local area, with a secondary aim of improving air quality. Nottingham City Council (NCC) hopes to use the investment to create a commercial business model for the new network. The Go Ultra Low City Nottingham bid had an original specification for 230 charge points across the network in the following proportions; • Up to 35 rapids – installed at key strategic locations • 195 fast chargers – at public transport interchanges and key destinations such as park and ride sites and / or retail outlets. These are indicative numbers and types which should be used as a guide when considering the scale of the charging network required. Details of suggested sites can be seen in the Nottingham GUL Bid document. Further details of the initial sites proposed will be made available at a later stage. NCC will lead the procurement on behalf of the D2N2 local authorities (Nottingham City; Derby City; Nottinghamshire County; and Derbyshire County). NCC is seeking a partner/s that can deliver a publically accessible network with the concessionaire responsible for building, marketing and operating the network, as well as providing an on-going 24/7 service (including the management of payments and support), maintenance and repair to ensure the network is fully operational at all times. A key driver for success to this programme will be having a single point of contact to deliver this project, therefore NCC intends to offer this opportunity as an end-to-end solution, and when it commences a procurement process will expect tender responses to demonstrate and evidence how the requirements can be met by the partner/s.
