Tender description

Following the PIN issued on 10.6.2016 (2016/S 113-200885) the EFA (on behalf of the DfE) are seeking to procure Consultants across 2 Lots to deliver Technical Survey Management Services (Lot 1) and surveying services (Surveying Organisations) (Lot 2). The CDC programme (referred to as the ‘Data Collection Project’ in the PIN) is a 3 year programme which aims to build on the Property Data Survey Programme and provide a comprehensive picture of the condition of all school buildings. This will meet the Sebastian James 2011 Review of school capital funding to provide a credible picture of investment needs. CDC shall cover visits to c.22 000 schools, c.70 000 buildings, comprising over 60 000 000 m2 of floor space. The successful Consultants appointed across the 2 Lots shall be required to work together cohesively to deliver the Services and use the CDC IT solution which has been procured separately as a means of recording and reporting on the survey data collected. The EFA intends to appoint 1 Consultant under this Lot (‘TSM ’). The TSM shall provide technical leadership, maintenance of standards, continuous improvement, training and quality assurance of survey provision, assure the provision of consistent data quality and contribute to programme management. The TSM shall be responsible for: (1) Allocation of schools to be surveyed between the appointed Surveying Organisations (‘SOs’); (2) Programme monitoring and management; (3) Reporting and KPI monitoring of SOs; (4) Quality assurance (QA) and control, ensuring QA is robust and proactive; (5) Undertaking training and standards maintenance, interventions as required; (6) Ownership of survey/data collection methodology and development; (7) Relationship between data collection and the CDC IT Solution, providing feedback to CDC IT Solution provider; (8) Model ownership and development, including a PDSP comparable model, a relative need model and a backlog cost model; (9) Standard document ownership and development; (10) Undertaking school re-visits and shadow visits, and when required desktop audits to verify survey data provided by the SOs. The EFA intends to appoint up to 4 Consultants to provide SO Services but reserves the right (at its absolute discretion) to appoint more or less depending on the requirements of the Services. The SOs will be responsible for carrying out and providing the delivery of data, the provision and maintenance of surveyors to deliver the collection of consistent high quality data at pace and scale, engaging with responsible bodies and individual schools and representing CDC programme consistently. The SO shall be responsible for: (1) Data collection team selection (surveyors, engineers, desktop support); (2) Undertaking pre-school visit desktop work and engagement; (3) Undertaking school visits and data collection; (4) Undertaking post school visits desktop work; (5) Interactions with schools (pre, during and post schools visits); (6) Quality assurance and quality control of their own work, provision of high quality data, in accordance with issued manuals; (7) Providing the appropriate IT hardware for surveyors; (8) Contributing to continuous improvement/lessons learned and other programme wide processes; (9) Attending training initiated by the TSM/EFA and roll-out to teams to maintain quality; (10) Undertaking school re-visits and shadow visits, desktop audits when required.
