Tender description

The Council is seeking to appoint a provider in respect of existing and new free-standing council information display units as detailed in the Tender Documentation. The Borough of Bromley, London's largest Borough, presents an attractive marketing opportunity, with a number of attractive town centre locations, including Bromley town centre, with associated high quality environments, high town centre footfall, numerous transport interchanges, and positive socio-economic factors supporting this. The contract will be let as a ‘Service Concession’, which shall be exclusive to the successful Contractor. There are currently 21 sites (details of which are within the Tender Specification) which display Council information and advertising and the Council wishes the Contractor to identify and deliver more sites over time, with the recognition that some or all will change to a digital format. The contract value may be subject to change depending on the Tenderer's proposal. In addition to displaying Council information, it is envisaged that the Contractor shall actively generate advertising prospects and pay agreed amounts to the Council in respect of this concession each month in accordance with the payment options within the Tender Specification. The Contractor shall bear all costs associated with the sites I infrastructure including obtaining all necessary consents to operate such units. The Council will evaluate the tenders on the basis of the income paid to the Council for each site and the whole-life value in conjunction with the various quality factors identified within the Tender Documentation. Documents issued at this time in conjunction with the OJEU Tender Notice may be supplemented and/or amended as provided for in Regulation 53(6) of the Public Contracts Regulations 2015.
