Tender description

South Lanarkshire Council is preparing for the procurement of Services to treat approximately 80 000 tonnes of municipal residual waste. The Services will assist the Council towards achieving landfill diversion targets. The Council will require bidders to provide a suitable facility for taking delivery of an estimated 52 000 tonnes per annum of Contract Waste in the northern part of the Council area as it does not have access to a Waste Transfer Station in that part of its area. The travelling distance from the Council's operating base at Forrest Street, Blantyre, G72 0JP, to the delivery point should not be more than 15.5 miles by road, as calculated using the AA Route Planner website. Waste will also require to be collected from a Council operated Waste Transfer Station located at Castlehill Industrial Estate, Carluke. The amount of waste to be collected from Carluke Waste Transfer Station is estimated to be 28 000 tonnes per annum. The contract duration will be 10 years, with the option to the Council to extend for up to a further 5 years. The Services to be procured will be required from 1.4.017. The procurement will assist the Council in fulfilling its obligations under the following: The Landfill Council Directive (1999/31/EC) - The European Waste Framework Directive (2008/98/EC of the European Parliament and of the Council) - Scotland's Zero Waste Plan - The Waste (Scotland) Regulations 2012- Landfill Tax (Scotland) Act 2014 - Climate Change (Scotland) Act 2009- South Lanarkshire Council Policies and Plans.
