Tender description

ECMWF as the Entrusted Entity for the Copernicus Climate Change Service (C3S) will invite tenders for the development of a framework for the Evaluation and Quality Control function (EQC) of the Sectoral Information Systems developed as part of the Copernicus Climate Change Service. The framework will identify the methodologies to assess the quality of both technical and delivery components of the services developed by the SIS projects including their value to users. The EQC function will be the natural vehicle that will trigger actions to improve the Service. The framework will dictate which parameter each SIS project will need to monitor and record to ensure a proper evaluation. Starting from the experience acquired by the SIS POCs currently under development, the EQC framework will identify activities and performance indicators that are needed to monitor the technical service performance as well as the scientific quality of the products. It is expected that the contract would draw upon the outcomes of FP7 and H2020 research projects. The successful bidder will design the routines and the reporting procedures that each SIS team will have to follow to inform ECMWF, the European Commission, and the users themselves about the quality, the usefulness, usability and uptake of their proof of concept products. It is expected that the framework developed by the successful tenderer will represent a point of reference, if not an internationally recognised standard, for assessing the quality of a climate service and evaluate their usefulness. Contract duration is 15 months.
