Tender description

The HIOWLA (Hampshire & Isle of Wight Local Authorities) Chief Executives Group has identified waste management as key to reducing cost for all Hampshire council tax payers. They have commissioned a review looking at options for reducing collection and disposal costs. As part of this, the Hampshire authorities are currently reviewing future options for collection and reprocessing of glass produced by householders. Feedback is sought on the role that glass could play in reducing net overall cost of waste management in Hampshire. For example: — Is there be a benefit in procuring glass services across multiple authorities? — What is the optimum collection system for glass to minimise overall cost? — Is there a benefit in combining collection and reprocessing contracts? This is a market information exercise only and may not lead to a procurement process or issue of a contract notice. In the event that it did, it is not yet certain which combination of Hampshire authorities would be involve. This is a market information exercise only and depending on the outcome, a procurement for some combination of glass services may take place, for one or more Hampshire authorities, which includes District, Borough, Town and County Councils, Unitary Authorities and successor authorities within the County of Hampshire. The value of any such procurement or level of interest cannot be predicted at this stage and although a date is provided in II.3), no guarantees can be given regarding when and if a contract notice will be issued or if a procurement will take place at all.
