Tender description
The Isle of Wight Council invites Tenders from suitably qualified providers for the provision of Annual Billing for Council Tax and National Non-Domestic Rates and also for the provision of Electoral Registration Printing. This will be tendered under 2 separate lots: Lot 1 — Annual Billing for Council Tax and Non-Domestic Rates; and Lot 2 — Electoral Registration Printing. The Isle of Wight Council is responsible for the collection of both Council Tax and National Non-Domestic Rates for the Isle of Wight. In addition it is the Authority's responsibility to administer Housing benefit and the Local Council Tax Support scheme. As part of its statutory duties in this area the Authority has a legal obligation to issue annual Council Tax and National Non-Domestic Rates bills under the Local Government Finance Act 1992, the Council Tax (Administration and Enforcement) Regulations and Non-Domestic Rating (Collection and Enforcement (Local Lists) Regulations 1989.1.5). The Authority's requirements are therefore for the supplier to produce, envelope and dispatch (including postage) the relevant documentation in relation to the following: (a) Annual billing for Council Tax, (b) Annual billing for National Non-Domestic Rates, (c) Housing Benefit notifications, (d) Ad Hoc Billing for Council Tax, (e) Local Council Tax Support notifications. Local Authority Electoral Registration Officers are required to send a number of forms and letters to both existing and newly identified potential electors throughout the year. There is a peak of forms, sent in 3 separate ‘waves’ between July and October, beginning with a form to every property on our register and 2 follow-ups to non-responders, and associated follow up forms and letters on a weekly basis. The Council's requirements are therefore for the supplier to produce, envelope and dispatch (including postage) these forms and letter during the contract period following the periods specified within the tender. The Council also requires the production of approximately 10 000 of the Outward Window envelopes, as specified below and delivery of these to the Isle of Wight Council offices. In addition, quotations are sought for the printing of ballot papers, and the printing and delivery (postage) of poll cards.
