Framework for Community and Residential Parenting Assessment

The London Borough of Newham promotes the upbringing children in their families, where parenting is safe, warm and authoritative. However, where these basic requirements are missing, the Council has a legal duty to ensure that children are protected and offered high quality substitute parenting to promote their safety and wellbeing, enhancing their capabilities to improve their outcomes. This specification sets out the detailed service requirements for Community Based Assessments and Residential Assessments for parents or carers with dependent children where there are high level concerns regarding parenting capacities and consequent questions as to whether dependent children may be suffering significant harm, or likely to suffer such harm in the future. The assessments will be commissioned from Children’s Social Care and providers will ensure the Council has high quality, sustainable provision. The primary objective of the Service is to provide comprehensive, authoritative parenting capacity assessments, utilising a recognised parenting assessment models, to determine if dependent children can be safely and adequately parented within their family environments. Successful providers in this tender process shall deliver the Services as set out in this Specification. This Specification should be read in conjunction with the Information for Bidders and the Children and Young People’s Plans for Councils to fully understand the context and vision for service delivery. This opportunity will create a framework consisting of multiple suppliers for use by all 32 London Boroughs.
