Tender description

The selection of a suitable leisure specialist development partner for a period of 5 years, with the option to extend for a maximum of a further 5 years. Hambleton's aim is to enhance the health and well-being of its residents by providing high-quality services and facilities. A key component of this is an intention to develop the health and fitness facilities at Hambleton Leisure Centre, Northallerton. It is anticipated that future works could involve any of the facilities or services, leisure or related, operated across the Hambleton district by the Council. Hambleton District Council's aim is to enhance the health and well-being of its residents by providing high-quality services and facilities. The Council has 4 directly operated leisure centres, with swimming pools, across the district. The initial intention is to develop the health and fitness facilities at one of these, Hambleton Leisure Centre, Northallerton. It is anticipated that this will include as a minimum: — A building extension to provide a 70+ station gym; — A building extension to provide male and female changing accommodation for the gym. — Internal refurbishment to areas including: — Improvement and conversion of a range of ground floor changing accommodation; — Improvement and conversion of 1st floor spaces into studio provision; — Ancillary works. Our intention is to appoint a development partner who can work with us to evaluate business need and demand, develop concepts, design, project manage and deliver the finished project. For the Hambleton Leisure Centre (HLC) scheme the Council has allocated capital funds, together with Sport England grant to cover the project costs. The Council would expect the development partner to have a successful track record of delivering similar projects for other public authorities across the UK, and to be able to evidence these when requested (it is anticipated that the development partner will be able to evidence at least 5 similar projects over the previous 3 years). Such works, and those expected for delivery within this contract, will include components such as: — Feasibility studies to evaluate potential sport and leisure developments; — Business planning/modelling for such projects addressing capital and revenue requirements and implications; — Sports and leisure facility design (relevant to the HLC scheme); — Construction of leisure facilities and refurbishment developments; — Full project management and coordination, from concept to completion; — Demonstration and provision of open access to evidence of best value throughout all phases of the scheme(s); — Meeting all appropriate legal, health and safety and insurance obligations appropriate to delivering such works. It is also envisaged that the partner will be able to provide: — Marketing and brand development; — Sales support and training, and — Potential provision of funding for other similar future projects, should these take place. It is expected that evidence of such support is provided to the Council upon request. The selection of a suitable leisure specialist development partner will be for a period of 5 years, with the option to extend for a maximum of a further 5 years. The potential value of the agreement will be between 2 500 000 GBP and 25 000 000 GBP although being appointed as a development partner does not guarantee that any works will be awarded. It is anticipated that future works, should there be any, could involve any of the facilities or services, leisure or related, operated across the Hambleton district by the council. Sport England is grant funding the improvements to the swimming pool changing village included within the HLC scheme. The development partner should have knowledge and experience of working to the standards and stipulations associated with such grant funding.
