Tender description

Brighton and Hove City Council wishes to procure an organisation to manage as a service concession its Children's and Young Persons' Music and Arts service. http://www.bhma.org.uk/ The current service generates a fee income of approximately 750 000 GBP. In previous years the Council has subsidised the service by approximately 53 300 GBP annually allowing the service to break even. The Council is no longer in a position to continue to subsidise the service. It is anticipated that the Concessionaire will take steps to secure additional funding. The current Service has operated as the lead organisation for the Music Education Hub (SoundCity) and in this capacity received funding of 315 000 GBP pa from the Depart. of Ed via the Arts Council. The availability of funding beyond 31.3.2017 has not yet been confirmed. This role is not part of this procurement and the successful Concessionaire may wish to consider an application to the Arts Council should it wish to take on this appointment. The tender process will be undertaken using the restricted procedure following assessment of the completed questionnaires. Details of the tender and award process will be contained in information forwarded to interested parties and the City Council will be bearing in mind (inter alia) social criteria in Article 41 of Directive 2014/23/EU of the European Parliament and of the Council. The tenders will be evaluated using a price/quality ratio and the selection criteria will be based on the most economically advantageous tender.
