Loughborough Town Centre Master Plan

Tender description

Charnwood Borough Council are seeking quotations for the preparation of a Town Centre Master Plan to incorporate an Investment Plan and Implementation Strategy to deliver the Council's strategic objectives for the growth and prosperity of Loughborough Town Centre and to assist in the formulation of a NPPF compliant suite of policies for inclusion in the emerging replacement Local Plan which will extend policy coverage to 2036. The following outputs will be required: Framework Master Plan: defining an overall vision and overarching objectives derived through consultation with stakeholders. Site / Area Investment Plans: identying property envelopes and areas within the public realm presenting opportunities for regeneration through public and private investment defining the scale and commercial potential of the opportunity. Management, Marketing and Promotional Strategy setting out supporting "non physical" interventions, infrastructure and amenities to drive up footfall, and Implementation Strategy: setting out for each intervention a prioritized timetable with links to clear funding streams or established and innovative delivery vehicles supported by clearly allocated responsibility for delivery across the Council and its partners.
