East Kent Hospitals University NHS Foundation Trust (EKHUFT) hereby invites offers for the provision of Clinical Services to East Kent Hospitals University NHS Foundation Trust. This procurement exercise concerns the conclusion of a Framework agreement under which one or more successful tenderers may be appointed to supply goods and/or services to East Kent Hospitals University NHS Foundation Trust on the terms agreed. Offers are requested for a 1-year contract period. A further 3 x 12 month extensions may be exercised at the expiry of the initial contract period. Activity will be agreed on a quarterly basis if appropriate. The Contracting Authorities Ophthalmology department wish to enter into a framework contract with an external provider in order to reduce current waiting times for 1st outpatient and follow up appointments together with elective cataract surgery. It is important to note that the delivery of the 18 Week Referral to Treatment (RTT) standard is a key priority for the NHS and the external provider (the provider awarded the contract) needs to work closely with EKHUFT to ensure that the incomplete pathway of 92 % is achieved. The external provider will be required to undertake activity at weekends as well as weekdays if required. EKHUFT will provide all administration, booking, consumables, drugs, equipment and facilities and therefore expects bids that deliver the full specification at 90 % or lower of national tariff excluding MFF for outpatient attendances and 80 % or lower of national tariff excluding MFF for elective cataract surgery. The services to which this notice relates fall under the ‘light touch’ regime of the Public Contracts Regulations 2015 (‘the Regulations’). Neither the publication of this notice nor the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authorities intend to hold themselves bound by any of the Regulations save those applicable to the procurement of services subject to the ‘light touch’ regime.
