Tender description

Torbay Council will be undertaking an energy efficiency project to reduce costs and carbon emissions on roads within residential areas. Funding will either be obtained through SALIX or Prudential Borrowing. The 2 Contracts offered by this process are for: — The Supply of low energy lighting using LED luminaires with profiled drivers; and — The Installation of low energy lighting using LED luminaires with profiled drivers. Both will be awarded through the same competitive tendering process and the successful Applicants will be expected to work together for the delivery of the project. The scheme will consist of replacing older luminaires with magnetic gear to LED, it is proposed to replace approximately 7 900 luminaires, however this quantity should only be taken as a guide. To achieve maximum savings it is the intention to light each category of road as indicated in Appendix B Lighting Design Submission to site requirements and include multi-stage dimming through a profiled driver or photocell. Given road widths and column spacing the successful Supplier will be expected to work with the Authority's Street Lighting Team to obtain the best solution. The project must be delivered within the funds allocated. The Authority expects that deliveries will be staged to allow for early commencement of the project and in-line with the Installation Contractor's requirements. The sooner the Contract can commence and be completed the sooner the savings for the Authority can be realised. In addition to the requirement for the Supply of Luminaires the Authority is also seeking an experienced Installer of Street Lighting with a proven track record of delivering similar projects on time and on budget.
