Tender description
The University of Manchester and Manchester Metropolitan University would like to seek the opinion of suitably qualified companies on the future management of the Sugden Sports Centre. Background Information The vision for the Sugden Sports Centre is to create a state of the art sports facility catering for staff and students of both universities, which can maximise community and corporate opportunities, whilst supporting a full range of programmes from health and wellbeing to sporting excellence and is regarded as a significant sporting facility within the city. Key Objectives: — To provide an excellent experience for every customer; — To contribute positively to the student experience; — To provide a compelling offer for a wide range of students and staff; — To proactively promote the offer to University populations and the local community; — To provide effective data on usage and users to enable analysis of participation for each institution. In order to achieve this we invite any interested third parties to respond to the following requirements. It is important to note that at this stage we would not be looking at a contract period of more than 10 years. We would expect the Contractor to provide the following core service: a) To operate all facilities in a clean and safe manner ensuring that all appropriate legislation is adhered to b) To operate the facility with a zero cash subsidy ensuring that income, expenditure and profit targets are met. During University term time periods priority will be given to students and staff however during vacations opportunities will be identified to maximise usage and profitability c) To employ suitably qualified and skilled staff to operate the centre and ensure that staffing levels are adequate for the scale of operation. To ensure that all centre staff understand the Contractors relationship with the Universities and have an empathy with the needs of the student community d) To ensure that high levels of customer care are provided at all times ensuring that profit is achieved through the provision of high quality, customer focussed service and not by minimising expenditure. This will be proactively achieved through: o Effective customer comment and complaint procedures o Investment in staff training o Regular customer feedback forums o Regular customer surveys o Production of annual marketing plans o Investment in cleanliness o Planned and pro-active maintenance of the building and equipment e) To ensure that all agreed performance indicator targets are achieved. f) To carry out condition surveys of equipment and to produce replacement schedules where required. g) To programme activities within the centre in an imaginative way that is geared predominantly towards the student market that the centre serves. Programming will be responsive to new initiatives and trends. To also identify and plan for times of low student demand and to ensure that the building is efficiently and profitably used during these periods. The centre programme will comprise as a minimum: o A student club programme (to be managed by the Universities) o A programme of student Intra-Mural sport and leagues (to be managed by the Universities) o A programme of fitness, health and exercise classes (to be managed by the Contractor) o Opportunities for casual bookings with booking policies and systems that ensure equitable usage among a wide range of students, staff and community customers o Block bookings where priority will be given to students and staff but opportunities for community groups o A high standard of fitness induction and instruction through the fitness suite h) To provide a Leisure Management System capable of securing entry, compiling data on users and usage for each institution, and operate on line bookings and payments.
