Tender description

Kildare County Council is inviting Expressions of Interest from suitably qualified Service Providers for the award of a concession to operate and manage its Civic Amenity Sites in County Kildare for a 5-year period. The service concession will comprise minimum service requirements. As part of the concession contract, Kildare County Council will grant a licence to the successful tenderer to exploit its fully licensed transfer station (EPA) and potentially other areas of the site at Silliot Hill subject to agreement. Kildare County Council is inviting Expressions of Interest from suitably qualified Service Providers for the award of a concession to operate and manage its Civic Amenity Sites in County Kildare for a 5-year period. As the contract constitutes a below threshold service concession contract, it falls outside the provisions of Directive 2014/23/EU of the European Parliament and of the Council and Directive 2014/24/EU of the European Parliament and of the Council . Nevertheless, it is Kildare County Council's intention to carry out the tender process in a manner that is transparent, fair and objective. The service concession will comprise minimum service requirements which will include without limitation the following: 1. A requirement to accept all materials that are currently deposited at the Civic Amenity Sites — details of nature and weight of materials currently deposited will be provided at tender stage; 2. A requirement to accept street sweepings, fly- tipping and environmental clean-up materials from Kildare County Council; 3. The repair of existing receptacles, removal of receptacles or provision of new receptacles as required from time to time. 2.5 The successful tenderer will be required to submit electronic monthly reports to Kildare County Council (as per a specific template) detailing the tonnages of each separate material collected from each site. As part of the concession contract, Kildare County Council will grant a licence to the successful tenderer to exploit its fully licensed transfer station and potentially other areas of the site at Silliot Hill subject to agreement. Pursuant to Kildare County Council's Waste Licence (Waste Licence Register No. 14-1 as amended by the Technical Amendment A to Waste Licence of 16 July 2007 and Technical Amendment B 15 January 2016), Silliot Hill is licensed to accept a maximum of 53 000 tonnes/annum of household and commercial waste at the transfer station (including civic waste facility).
