Tender description
The delivery of open access sexual health services is a mandated public health responsibility for the Council under the Health and Social Care Act 2012. Local authorities have a legal duty to commission HIV prevention, sexual health promotion, open access services for sexually transmitted infection, and contraception for all age groups. These include free testing and treatment for sexually transmitted infections, notification of sexual partners of infected persons, free provision of contraception as well as the provision of information, advice and support on a range of issues, such as sexually transmitted infections (STIs), contraception, relationships and unplanned pregnancy. The service is commissioned by London Borough of Barking and Dagenham (LBBD) through the Public Health ring-fenced budget and the contract is currently provided by Barking Havering and Redbridge University Hospitals NHS Trust (BHRUT). The aim of the service is to deliver an integrated sexual health service to the population of Barking and Dagenham. The service will be comprehensive, evidence based, accessible, respect client confidentiality, high quality, responsive to client needs and cost-effective. Service delivered will support sexual health and well-being, provide the full range of contraceptive methods and screen, diagnose and treat sexually transmitted diseases including Chlamydia. It will also support the delivery of sexual health services in primary care and other community settings through the provision of professional training. LBBD is issuing this notice for the purpose of pre-procurement market engagement under Regulation 40 of the Public Contracts Regulations 2015. The notice is for information only and is not a call for competition under Regulations 26 (9) and 48 (5) — (7) of the Public Contracts Regulations 2015. Expressions of interests are sought from qualified and experienced providers who would like to provide the Integrated Sexual Health Service in the borough. LBBD will use the response from this early market engagement exercise to inform the final decision as to whether to proceed with undertaking a competitive procurement process for the provision of the service. Should the Council decide to undertake any formal procurement process for the service, a separate Contract Notice will be issued later in the year or early 2017. Potential providers that are interested in expressing an interest for the provision of the service should register their interest no later than 17:00 on 16.9.2016.
