Please Note this PIN is Not a Call for Competition and a Full Contract Notice will be Published in due course in relation to the Proposed Procurement. The London Borough of Hackney (The Council) anticipates undertaking a procurement exercise for its Statutory and Community Advocacy services across Hackney. The purpose of the proposed procurement exercise will be to appoint a number of providers who have the relevant skills and experience to deliver Statutory and Community Advocacy services in Hackney. The statutory services the Council needs to provide: — Care Act Advocacy — to advocate users with reduced capacity to understand social care processes such as assessments, reviews, etc; — Independent Mental Health Act Advocacy — to advocate for people detained under the Mental Health Act; — Independent Mental Capacity Act Advocacy — to advocate for users who do not have the mental capacity to make decisions around specific decisions such as placement or serious medical treatment; — Independent Complaints Advocacy Services — to support advocacy with complaints against the health service. The above are specialist advocacy services and often require non-instructed advocacy approaches (i.e. when the user is not able to instruct or direct the advocate due to mental impairment, etc.). Non-statutory community advocacy: — Advocacy for All — Independent advocacy for Hackney residents. This PIN contains details of the Council's prospective requirements; as far as their details are known at this time. Full details will be confirmed within any Contract Notices which should be referred to for further information. The Council anticipates that this procurement may include lots. For the avoidance of doubt, this notice is not a Call for Competition. It is anticipated that the contract will be effective from summer 2017, but this date is subject to change. The overall spend on the Advocacy services in Hackney is estimated to be 676 000 GBP per annum.
